In the modern humanitarian paradigm, social innovation appears to be one of the promising directions
of solving the problems of sustainable development. At the same time, the success of the implementation
of new ideas aimed at meeting social needs depends largely on the effectiveness of interaction
between different stakeholders who are involved in the process of innovation. In this regard,
the purpose of this article is to identify the attitude of various actors to social innovation, as well
as to assess intersectoral coordination in their development. The research information base was
compiled by an expert survey of representatives of social innovation actors conducted by the authors
in the subjects of the North-West Federal District in April – August 2019. The analysis showed that
the lack of close partnerships between the participants of the social innovation process is a key
barrier to the social innovation development. At the same time, despite the fact that the perception
of this phenomenon is predominantly positive, the experts assessed the level of overall interaction
as rather average. As a rule, the greatest problems arise when establishing relations with business
community whose representatives also point to the underdevelopment of intersectoral ties. The
majority of experts also drew attention to the difficulties of cooperation with research and educational
organizations which is expressed in the lack of a clear understanding of their role in social
innovation development and leads to a decrease in demand for their services. The prospect for further
research is expanding the tools for assessing the level of interaction between different actors
of social innovation and conducting an in-depth analysis of the data obtained in the context of specific
subjects of the North-West Federal District to identify the interregional features
