The relevance of studying the quality of labor potential and the level of its implementation is justified by the need to find ways of rational management amid the reducing number of people of working age. The article presents the results of assessing the quality of labor potential among the residents of the Vologda Oblast according to the author’s original methodology developed and first tested in 2009. The informational framework includes data from a six-stage monitoring study of the quality status of labor potential in the Vologda Oblast: the results of questionnaire surveys of working-age population conducted in the cities of Vologda and Cherepovets and in eight districts (Babaevsky, Velikoustyugsky, Vozhegodsky, Gryazovetsky, Kirillovsky, Nikolsky, Tarnogsky, and Sheksninsky) in 2009, 2011, 2012, 2014, 2016, and 2017. The total sample of the region in each monitoring year amounted to 1,500 people of working age. The sampling method is zoning with proportional placement of observation units. The quota sample is by sex and age with a 3–4% random error at a 4–5% confidence interval. The assessment is conducted using eight quality characteristics of labor potential: physical and mental health, cognitive and creative potential, social skills, cultural and moral level, the need to achieve (social aspiration). The study has revealed an upward trend in the level of labor potential development by all eight studied quality characteristics. The average level of labor potential quality implementation in the Vologda Oblast during 2009–2017 increased by 3 percentage points. We conclude that the use of labor potential has intensified. The paper presents modern features of labor potential quality development in various socio-demographic population groups
